Unified Development Ordinance

The Planning Department now has available a new revised draft of the Unified Development Ordinance (UDO). The UDO draft is largely based on suggestions from the Code and Policy Report that was done as part of the Vision Plan and public input. The complete draft can be viewed at the link provided at the bottom of the page.

Both the Town’s Comprehensive Plan and Vision Plan acknowledged the need for a substantial overhaul of the Town’s zoning and development ordinances. It is the Town’s desire to establish clear, responsible development regulations with appropriate design criteria that will provide opportunities for innovative and creative approaches to development while supporting an economically viable and sustainable community. The Town hired Craig Lewis with the Stantec Urban Places Group as the consultant for this extensive undertaking, which began in late 2015. The Town’s proposed UDO consolidates all regulations that govern development in the Town of Summerville into one document that will include tables, charts, and graphics to make it more accessible and user-friendly.

You can view the final draft of the UDO by clicking here. It was approved by Summerville Town Council on Thursday, October 10, 2019. In addition, the revised proposed zoning map based on the districts identified in the revised UDO draft can be viewed at the links provided at the bottom of the page.

You can also view a UDO Proposed Zoning Lookup map, which is for the public to be able to search a specific address to see the existing and proposed zoning for a specific property.

Public Comment

If you are unable to attend the public hearing, the public may also email the Planning and Economic Development department comments regarding the revised UDO draft and zoning map.

Public Workshops in December 2017

In December 2017, three public workshops were held to present the complete draft and proposed zoning map and allow public comment (links to presentations from the workshops can be found below in addition to a presentation from the first public workshop held in September 2016). Additional feedback was gathered from the public, Citizen Board members, and Council Members from December through April, and the draft and proposed zoning map have been revised to attempt to address major concerns that were raised.

Planning Commission Public Hearing in June

The Planning Commission held a public hearing on the first revised draft on June 18, 2018. The Planning Commission choose to table the draft as several significant issues were raised at the public hearing. Additional workshops were hosted in August and October to address those issues, and a new revised draft will be considered at a public hearing on November 19, 2018 at 5:30 p.m. in Town Council Chambers.
